An ordinance to decriminalize marijuana within the city of Cheyenne failed to pass a second reading on a 6 to 3 vote during Monday night's City Council meeting.
Cheyenne Mayor Patrick Collins believes the bias crimes ordinance he publicly signed earlier this month will be the "most important" legislation he signs during his term in office.
The city wants the operator to have 50% of the operational costs on-hand and be able prove throughout the year of the contract that it is financially viable.
