Nearly a year after the water quality certification was denied, the U.S. Army Corps of Engineers restarted the federal permitting and environmental review process for the project.

The completed terminal could ship coal produced in Wyoming’s Powder River Basin to international markets.

Washington state previously denied a permit to build a coal-export facility there.

Supporters of the project say construction of the terminal would be accompanied by needed environmental cleanup.
