Caltrider said the herd's population has been down the past several years.

On Sept. 12, the Wyoming Business Council's board of directors did not recommend the $500,000 grant request from the Casper City Council.

The news release did not say why the board of directors turned down the request.

The executive order reflects many of the public comments collected earlier this year.
