A surge in migration from Venezuela, Cuba and Nicaragua in September brought the number of illegal crossings to the highest level ever recorded in a fiscal year, according to U.S. Customs and Border Protection.

A total of 11 such inmates were held in the Sweetwater County Detention Center on Friday, Feb. 14, according to the sheriff's office.

The proposal must undergo a public comment period before it would go into effect.
