The court action upheld a Board of Professional Responsibility ruling.

Gary Shockey, the attorney for the Cardenas family, argued because the dogs were killed illegally, the Cardenas family should receive damages for emotional harm.

The case started in 2021 when police were called to investigate a baby taken to the Wyoming Medical Center and treated for a subdural hematoma.

According to an investigation, there was no evidence that any client was harmed.

Wyoming Supreme Court Justice John Fenn said awarding damages for emotional pain from a traumatic event such as the survivor of a car crash could open a floodgate of litigation.

The Wyoming Supreme Court on Tuesday issued an order of disbarment of former Laramie County District Attorney Leigh Anne Grant Manlove effective May 5.

"KH had to be transported to Colorado for treatment due to the severity of his injuries. He suffered permanent brain damage."

The list includes two attorneys from Cheyenne as well as one each from Lander and Casper.

Richard Macy served as Chief Justice from 1992 through 1994.

The ruling Tuesday keeps the case wholly in state district court at least for now.
