Cheyenne City Clerk: Mayor Orr Can’t Be Recalled

Cheyenne City Clerk Kris Jones says there is no law allowing for the recall of the mayor of Cheyenne.

While an online petition demanding the recall of Cheyenne Mayor Marian Orr has been circulating since late Monday evening, Jones says the state statute (15-4-110) cited in the petition does not apply to Cheyenne.

That's because state statute 15-4-110 refers to communities governed by a commission form of government.

Cheyenne's city government does not meet that definition. State law defines a commission form of government as follows:

"The elective officers of a city or town adopting the commission form of government are a mayor, a commissioner of finance and public property, and a commissioner of streets and public improvements. The term of the mayor is four years and each commissioner is two years. Each position is elected at large (W.S. §15-11-104)."

The office of Mayor of Cheyenne will be up for election in 2020.
