
Why Are Wyoming’s Flags At Half Staff?
Have you driven past several Wyoming flag poles and wondered why Wyoming flags are at half-staff? That's okay. Many of us missed the memo.
Flags in Wyoming are at half-staff statewide until dusk on January 5, 2026, by order of Governor Mark Gordon to honor former Wyoming Superintendent of Public Instruction Judy Catchpole. Catchpole, who served from 1995 to 2003 and passed away on December 4, 2025, is recognized for shaping the state's modern school system.
“Judy Catchpole devoted her life to Wyoming’s kids, and our state is better because of her steady leadership and wholehearted service,” Governor Gordon said. “Jennie and I treasured our friendship with Judy and Glenn. We will miss her deeply and hold Glenn and their family in our prayers.”
Funeral details will be shared by the family. The flags will remain at half staff until sundown on the day of interment.
Catchpole served from 1995–2003, led major education reforms that shaped Wyoming’s modern school system, including academic standards, student assessments, teacher-certification updates, and early charter-school policy.
She was a lifelong advocate and continued long after leaving office through UW advisory boards, literacy initiatives, and statewide education committees.

U.S. Sen. John Barrasso, R-Wyo., praised Catchpole’s incredible impact on education and politics in Wyoming in a statement sent to the Wyoming Tribune Eagle on Friday.
“As a former educator and Wyoming superintendent of education, Judy was a champion for students of all ages,” Barrasso wrote. “Even in retirement, Judy served on various boards and community groups, never missing an opportunity to give back to the state she loved. Judy was also a trusted mentor and treasured friend. I could always rely on Judy for advice, counsel and to bring humor to any situation. My prayers are with Judy’s husband, Glenn, their children Fred, Glenda and Katie, and the entire Catchpole family.”
